Service Center for Part-Time Training in Hesse
Everyone should have the opportunity to complete vocational training. A suitable entry into a job and career enables them to secure their own livelihood. For some, the path to a vocational qualification is only possible part-time.
By offering part-time vocational training, educators, family carers, people with refugee and migration experience, people with health impairments, and even people in competitive sports can obtain a vocational qualification. Furthermore, the part-time option contributes to securing a skilled workforce.
To date, despite accompanying measures, part-time training has been used only to a limited extent. New support structures are needed to raise awareness of this flexible training model and remove barriers. In the current 2023/24 funding period of the European Social Fund Hessen, the expansion of part-time training is considered a project of strategic importance. The associated strengthening of part-time training is expressly supported by the partners in the Alliance for Training Hessen and the TAff network (Finding and Promoting Part-Time Training). The Part-Time Training Service Center is supported by the leading municipal associations (Hessian District Council and Hessian Association of Cities), the working groups of the Chambers of Industry and Commerce (IHK) and the Chambers of Skilled Crafts (HWK), the State Medical Association, the Hesse Regional Directorate of the Federal Employment Agency, contact persons at job centers and employment agencies, including the Equal Opportunities Officers and Employer Services, as well as educational providers that support part-time training.
Target group
The Part-Time Training Service Center addresses various target groups, including those interested in training, companies and vocational schools, as well as regional labor market stakeholders.
Goals
To achieve the following goals, the service center addresses various target groups, including potential trainees, training companies, vocational schools, and, in particular, regional stakeholders. Sub-goals are:
- Expansion of network and referral structures to provide targeted information to those interested in part-time training
- Strengthening the networking of primarily regionally based actors
- Stabilisation of the advisory service on part-time training for companies
- Increasing the proportion of part-time training in all apprenticeships
- Establishment of an integrated reporting system for part-time training
- Preparation of a model project for digitalization

The Part-Time Training Service Centre operates in close coordination with the Part-Time Vocational Qualification Network – TAff in Hesse , which is coordinated by the Hessian Ministry for Social Affairs and Integration.
The Hesse-wide project is coordinated by the Educational Institute of the Hessian Economy [BWHW] in Darmstadt.
Financial support
In the current 2023/24 funding period of the European Social Fund in Hesse, the expansion of part-time training is considered a project of strategic importance. This project is funded by the European Union and with funds from the State of Hesse. The Hessian initiative is managed by the Hessian Ministry of Social Affairs and Integration.
Activities
To achieve the above-mentioned objectives, the following activities will be pursued during the project period from January 1, 2023, to December 31, 2024, in close cooperation with the actors already active in this field:
- Continuation of the hotline for interested training companies and potential part-time trainees
- Advisory services for companies and those interested in part-time training
- Continuation and updating of the website www.teilzeitausbildung.de
- Updating and disseminating information and advisory materials for companies, those interested in training and regional labor market stakeholders
- Publication of a digital newsletter
- Publication of an information brochure for companies
- Offering online consultation hours and events for companies
- regional information events in close cooperation with the network actors
- Information package for vocational schools
- Establishment of an integrated reporting system for Hesse
- Development of approaches to flexibilization and digitalization of part-time training.
